Напрями вдосконалення публічно-управлінських механізмів формування системи еколого-економічної безпеки в ОТГ

Практика показує, що для забезпечення стабільної еколого-економічної безпеки об'єднаних територіальних спільнот необхідна відповідна сучасним умовам якість управління, яка сьогодні стає одним із ключових факторів, що впливають на ендогенне зростання та сталий розвиток. У роботі наведено аргументацію невід'ємної єдності безпеки та сталого розвитку в об'єднаних територіальних громадах, а також обґрунтовано ідею про інклюзивність у межах зусиль досягнення цілей Стійкого Розвитку (ЦСР) у місцевих спільнотах. Стверджено, що саме принцип "нікого не залишити поза увагою" є основою для безперебійного перебігу процесів у межах забезпечення еколого-економічної безпеки в територіальних громадах, особливо в об'єднаних. Важливе місце у роботі займає концепція сталого місцевого розвитку (SLD), тісно пов'язана з методом міжсекторального співробітництва (CSC) як одним із головних каталізаторів для досягнення SLD. Зусилля щодо CSC мають бути зосереджені на залученні місцевих ресурсів і знань ключових учасників, оскільки вони можуть впливати на SLD. Своєю чергою, концепція ендогенного зростання використовується як каркас (кістяк) міжсекторального співробітництва та відповідних необхідних зусиль державного менеджменту для вирівнювання та збалансування цих елементів.
